There is a good thread on this issue on cruise critic I suggest you read it. A poster from the banking industry gave the clearest answer I have ever received on this subject. If your credit card is affiliated with one of the banks he mentions please be aware that this may happen to you. We have always been able to get the charges reimbursed by Regent and Oceania and it is happening less but I still think this is great information. Very few people hit this problem but it does happen.

Well he sure knows his stuff on this subject. I have questioned so many people and never had it presented in such a clear manner. That banking background sure helps to understand how it all works.

Thanks, Ngaire - Susan has very quickly and efficiently gotten us our onboard credit for the extra 2% fee we were charged. I figure this will cover most of our excursions - so in the end, all things end up equal! ;)

Regarding transaction fees , we have recently switched to Capital One cards. They are one of the lowest cost when charging foreign currencies plus the miles can be used on most airlines.

You know what is so ironic? The card we used to pay for our Regent Voyager trip, issued by BMW Bank, charged us the 2% fee. However, back when we made a partial payment for ROAR2, we weren't charged any foreign transaction fee, even though it clearly stated South Africa/ZAR on our statement. Very strange!!!

Unfortunately, your information is totally incorrect and not at all accurate!!

I am NOT a travel agent, and have NEVER worked for Oceania!! The individual you may be thinking about uses the "Screen" name beginning with Rickey but then followed by four more letters. I know, because when I tried to register with CruiseCritic, I ran into this. I then chose to add the numbers 88 to my nickname symbolising the Chinese reference to "Good Fortune".

Although it is not expected, an apology would be appreciated....

Apology? For what? A simple non-threatning, non-derogitory mix-up was made, I gather just as Rickey88 states. Is it "bad" or degrading to be a travel agent" Or to work for Oceania? In my experience, dealing with banks and travel agencies, I very strongly prefer the later. Of course that may be the nature of the beast. We've only a little experience with Oceania, so I can't really comment myself, but my sister has cruised with them twice and has nothing but raves. I just wish they would let you get on or off in Manaus on their 26 day round trip cruise from Ft. Lauderdale (Miami?) up the Amazon and back.

Thnks for the clarification...no harm was meant by any means. Yes, there is a Rickey on the CC Board that is a TA so I did not realize that there were two Rickey's...and I do frequent the Oceania and Regent boards having either lines as preferred cruises for us....

Hey, Rickey, lighten up a bit -

I must agree with wise Count Florida that the error in Rickey-ness was both innocent and understandable. You must bear in mind that this board, unlike CC, is a "nice" board, where contentious attacks seldom occur (despite my earnest efforts to the contrary).

Further, how is it a major insult to be accused of being either a TA or an employee of Oceania, both of which occupations seem to be honorable, certainly better than being accused of being a TSA inspector or prison camp guard (which seems to be the model of the behavior of many TSA inspectors, no??)?

So you see from my post that it is quite acceptable on LCT to be incoherent as long as one is at least moderately polite and does not excessively use "shouting" fonts in messages, not to suggest that you were incoherent (as I regularly tend to be).

Thanks again for your enlightenment about the wretched fees that our banks are piling on for foreign transactions, irrespective of the currency in which those transactions occur. Do you have any insight regarding why our credit card issuer (Chase) sometimes charges the fees and sometimes does not? Is it some sort of whacky luck of the draw?

Well, prehaps one day somewhere off the 101 freeway - we wouldn't even need a ship! I actually worked in banking (AVP in Retail Banking) on Brand Blvd in the late 70's to the mid 80's.

Remember my warning Don't Get Ripped Off When Buying a Cruise? Mark Conroy, president of Regent Seven Seas Cruises, says I misstated the problem and overstated its scope. So let me attempt to set the record straight while also giving some crucial advice to anyone who is considering snapping up one of the many cruise deals flying around these days.

As you may recall, I wrote that when you charge a cruise to your credit card, a few cruise lines--including Regent Seven Seas--may charge a currency-exchange fee of 3 percent, even though you're paying in the U.S. in U.S. dollars. I quoted veteran travel agent and Travel Weekly columnist Richard Turen, who reported this on his Travel Truth blog:

"Oceania Cruises has been running U.S. bank-issued credit cards through a financial institution based in Dublin, Ireland. This has resulted in scores of Oceania passengers, many of them unaware, being charged an additional fee of up to 3% on their cruise deposits and final payments. In the last year, Oceania and Regent Seven Seas were both sold to the cash-rich Apollo Investment Group. Now there are reports that Regent Seven Seas guests are also being charged additional fees on payments made on some Visa, MasterCard, and American Express Cards . . . ."

According to Regent Seven Seas president Mark Conroy:

* I was incorrect to state that the cruise line may charge a 3% fee since, technically, it's the credit card issuer--not the cruise line--that is levying the fee. The fee goes into the pockets of the card-issuing bank, not the cruise line. "If anyone is 'ripping off' the guests, it is their credit card issuer," he says.

* The fee is levied on fewer than one percent of bookings. "I think that Richard has seen more than his fair share of these fees because the AAdvantage Cards issued by Citi Bank are some of the most aggressive at collecting this fee from their cardholders," he says. "There are a large number of Visa- and MasterCard-issuing banks, as well as American Express, that do not charge foreign-currency fees for Regent Seven Seas Cruises charges."

* If a passenger is charged the 3% fee, and he/she contests it with the credit card issuer, and the bank refuses to reverse it, then Regent Seven Seas will reimburse the amount of the charge either by check or in the form of shipboard credit.

Richard Turen, always thinking about the consumer, makes some important points in response:

* Why doesn't Regent Seven Seas "prevent the additional charges simply by stopping the practice of processing deposits and final payments for some guests through a foreign bank without their knowledge?" asks Richard. "Whose responsibility is it to say that because you have booked a particular Regent Seven Seas cruise at a particular point in time, even though you are paying in U.S. dollars through a U.S.-based travel agent, you may get hit with additional costs from your credit card issuer? Why should the consumer expect this to be true? I can't inform my clients specifically because Regent Seven Seas does not tell us which bookings are being processed overseas and, therefore, subject to the charges."

* Whenever a client of Richard's has been hit with the fee and Richard has brought it to the attention of Regent Seven Seas, the cruise line has been great about refunding the fee in the form of shipboard credit. However, he points out, "not every consumer who books a cruise with Regent Seven Seas works with a travel agent who is also willing to be the consumer's advocate in matters of credit card overcharges and unjustified fees." This is just one more reason why I recommend booking a cruise through an excellent travel agent like Richard or one of the other cruise specialists on my annual list of the best travel agents who will watch out for you and your bottom line. So what's the moral of this story?

(1) Don't take this as a reason not to sail with Regent Seven Seas. It's one of the cruise lines that Conde Nast Traveler readers rate highest year after year in our Readers' Choice Awards, and it's one of my personal favorites too: My South America cruise onboard the Mariner six years ago was a highlight of my travel career. Moreover, the line is offering some remarkable deals right now.

(2) If you do book a Regent Seven Seas cruise, watch your credit card statement. If it turns out you're charged a foreign-transaction fee, dispute the fee with your credit card issuer. If the bank won't reverse the charge, notify the cruise line, and it will issue a refund in the form of either a check or a shipboard credit.

(3) Book through the right travel agent. Given all the changes that have afflicted the cruise business during the past few months -- and the fact that many of the cruise "deals" being promoted are not deals at all, once you do the math -- it's never been more important to book through the right human being who has close relationships with the decision makers at your preferred cruise line, based on the volume of business his or her agency does with that line, and who will use those relationships to negotiate with the cruise line on your behalf in any number of situations that can arise. Because they are hurting for business, cruise lines nowadays are making exceptions to their rules in the customer's favor, but only on a case-by-case basis and upon individual request. You need an advocate who can get the head of the cruise line on the phone, get you a refund if the cruise fare drops after you've paid, get a policy emended or a penalty waived, be the first in line to get the free upgrades handed out by the cruise line, etc. A travel agent like Richard Turen has just this sort of clout with the best cruise lines, including Regent Seven Seas, and I've seen it work to the benefit of many a Conde Nast Traveler reader.

My feelings exactly. Why in the world are these cruise lines processing US payments through a foreign bank and then telling you if you get hit with a foreign transaction fee it's your problem for having the wrong credit card? Tom.

Interestingly, I used the AAdvantage Citicard throughout my 2-1/2 month Discovery Collection cruise, and got hit with the foreign transaction fee only once--for the tickets for the tour of Robben Island in Cape Town, the cheapest item I charged on the whole trip. Go figure.

I believe that the Apollo businesses all use this Irish Bank. I am sure there is some big financial reason to do this. Regent and Oceania therefore as part of the Apollo companies have to bank with this bank. All transactions are done in US dollars so the charge should not be made by the credit card companies.

Most credit cards adapt pretty quickly and stop charging the fee that is not really applicable since no foreign transaction took place.

Initially it was a real mess with this happening to a huge number of people. Now it is very rare that this occurs. If it does occur and the credit card company will not remove the charge the cruise lines will refund the fee.

It is a real mess though and time consuming for both the passenger and for the travel agent as well.

I just checked our Amex bill, and the final payment for FUN came through from Regent Ft. Lauderdale.
