Do you know if your domestic flight lands in the same terminal as your intl flight? Not trying to scare you but for Newark that's a pretty tight connection, so I wouldn't count on having time to get euros. I know that in terminal C there is a foreign exchange window but I've never used it. I would also recommend using an ATM when you get to Rome. Are you using Regent transfer to get to your hotel? If so, you could wait until you get to the city to get to an ATM.
