I have a few questions.
Generally, when do you have to make final payment for your cruise?
Generally, are their people that back out at that time?
If so, is that about the time that RSSC would maybe upgrade your cabin?
Is there anyplace on the internet that you could monitor what cabins are still available like you can with airline seats?

Jack, you have a lot of questions, and I will try.
I think your final payment is due 120 days before the cruise to avoid penalties.
Yes, waitlists clear at that time, but those who have requested lower (cheaper but same) cabins, who knows?
You will only get an upgrade if you book a "guarantee" cabin, and usually it will only take you a deck or two up, not to a prime cabin, although this is possible when a cruise is sparsely booked. I have heard of it happening maybe three times now (standard to penthouse)
Unfortunately, we know of no site on the internet whre you can monitor cabins available. There used to be one years ago, but unfortunately it dissappeared or stopped offering the service for Radisson.

Actually, final payment is 90 days before sailing. Yes, people back out. My mother cleared a waitlist when bookings backed out. Upgrades are mysterious. I don't think they make a habit out of upgrading for free since that cheapens it for those that pay for their nicer cabin. When you board, you may have the option of buying an upgrade for half the difference.
However, when there is lots of space, they sometimes do maintenance or close off a whole section of cabins. This was case on our transatlantic.

As jhp has mentioned, upgrades can be a mixed bag. Often times, it can mean a suite on a higher deck but with no other amenities ... and higher means farther away from the dining rooms, shops, theater, casino which may mean a longer trek for you. It may also mean a move more fore or aft than you were originally which may mean more motion in your room.
We've booked a guarantee before on RSSC and got upgraded and was lucky enough that it was still a relatively central location. It was kind of a pain though going up and down all those stairs though ... :)
