I was looking at my July 2010 itinerary and noticed that all nights are listed as "elegant casual." Does this mean that no one wears formal attire any more for the Captain's welcome aboard dinner on the second night?

Yes Lawrence, they changed the dress code last year, I think? Here is Ngaire\'s post detailing the changes.

I think there is a distinction however between what is the minimum requirement and whether or not "no one wears formal attire any more".

It seems from my reading that the percentage of those wearing more formal attire varies by the percentage of repeat Regent cruisers who prefer the "old" dress code and by the itinerary (with Alaska being less casual).

Perhaps others who have cruised both before and after the change can comment in regard to the "actual" state of passenger dress at the 'welcome aboard' dinner.

There were a number of "formal" nights during the cruise. On other nights the "world cruisers" who had been there in the past tended to dress more, e.g. suitcoat and tie, than either first timer world cruisers or segmenters who followed what was published - elegant casual.
