It's a Citizen World Time Watch. It sets itself to the radio signals to GMT. When you change time zones you set it to those zones in the display. You can't change the minute hand except in hour increments.
I have a cheap Timex I will wear that on the off days. But I'm serious when I say there are a few with watches like this and there will be confusion. It was a big topic at dinner last night.
