Helen, more likely it reached a real or an artificial capacity limit. The first three segments of my Navigator cruise next summer are also waitlisted. The other reason for waitlisting I have seen in the past is a change in itinerary. On Oceania board someone mentioned that Copenhagen and Stockholm don't have capacity to do all the new protocols for large ships so some itineraries have been changing.
