I am thinking the various LAN by country are separate corporate entities. There may be regulatory reasons in each country for the separate corporate structures. The regional airlines in the US that are part or affiliated with the majors are separate corporate entities. Because of the separate corporate structure I can see that they may have unique baggage limitations. Confusing to us but may not be to someone in Argentina.
