This is the clearest policy I've seen yet! I also believe you can use AA miles to upgrade on ATN (although I understand it is pretty tough)...we are still considering this option as we have a pool in the family (e.g. my MIL has a ton of them), its just that individually Peter and I have AAdvantage accounts but no real miles or status with AAdvantage.
