You are correct - you cannot upgrade flights with miles on other airlines (even within alliances). However, there are a few exceptions out there - like Lufthansa (and perhaps in the future Swiss since Lufthansa has bought Swiss and is in the process of integrating them in) with United - I believe this is due to Lufthansa owning a significant chunk of United.
