As Wendy says, it's a nice venue, and comfortable for relaxing (though kept a bit chilly for my tastes). When I was there, it was empty most evenings, but I haven't been on Voyager since RSSC went all-inclusive, and I've noticed with the two RSSC ships I've been on since the all-inclusive that most lounges are now hopping in the evening.
