I'm not sure if they were built in the same yard or not, but I know the Mariner is 50,000 tons while the Cloud is only 16,800 tons. The rooms do seem similar though.
I think the Navigator was built in the same shipyard as the Whisper and Shadow and has a similar layout from what I have heard.
