I've run into the same message when attempting to book excursions. Our cruise and the March 19, 2010 cruise appear to be the only Caribbean cruises in Winter 2010 that don't have excursions available yet.
Both cruises visit Key West, either during or just after Spring Break. My guess is that because of Spring Break in Key West, Regent is either having difficulty scheduling excursions or is attempting to substitute another port for Key West.
Time will tell.
