He can get an expedited passport renewal if his passport was issued within the past 15 years. Here is the link to the info at the State Department:

I did this last year (got an expedited passport renewal) and it took a little over 2 weeks, but I didn't send it by next day or second day mail. If he needs it in 2 weeks it may be a bit tight but he can try. It also costs an extra $60 plus shipping costs.
